Clark Turnaround Plan to Lift Two Million Children Out of Poverty

New York - Today, in Harlem, Wes Clark was joined by Congressman Charlie Rangel as he announced the fourth part of his Turnaround Plan for America. Clark pledged to lift two million children out of poverty by 2008.

"There is no issue more important than our children's future," Clark said. "And there is no issue where the Bush White House's failure of leadership is more evident."

Between 2000 and 2002, 546,000 children slipped into poverty.

Wes Clark has a three-part strategy to help lift 2 million children out of poverty, bringing the child poverty rate to the lowest on record:

  1. Creating jobs and getting the economy growing again. The best anti-poverty program is a job. Wes Clark's Job Creation Plan will recapture revenue from President Bush's tax cuts for the richest families-those making more than $200,000 a year-and use it to create jobs. Plus, Clark's commitment to fiscal discipline and investing in priorities like education and health care will help grow the economy.

  2. Making work pay. We can't expect people to provide for their families unless their jobs provide for them. Wes Clark will raise the minimum wage to $7 per hour by 2007 and expand the EITC so that working families are rewarded for their work. Wes Clark will also work toward equal pay for equal work.

  3. Comprehensive approach to empowering Americans. Wes Clark's proposals-including extending health insurance to the most vulnerable families, making preschool and child health insurance universal, and helping families afford transportation, childcare, and housing-form a comprehensive plan to make work pay.

TURNAROUND TOUR

Tomorrow, in Tennessee, Clark will explain his plan to extend coverage to 30 million Americans who currently lack health care.

Monday, Clark set his first benchmark for success-a commitment to increase average family income by $3,000 during his first term.

Tuesday, Clark focused on the environment. He'll prevent more than 100,000 pollution-related premature deaths through the year 2020.

Wednesday, Clark concentrated on education, announcing a Universal College Grant of $6,000 a year, to ensure that an additional one million students are enrolled in college by 2008.
