"We are not winning the war on terror. Today's terrorists are regrouping in Afghanistan, while tomorrow's terrorists are being recruited in Iraq. We should get an international authority to oversee the reconstruction and help recruit international troops, freeing up American forces to go after terrorists. Our current efforts are not only ineffective, but dangerous."
