Date: November 20, 2003 General Wesley Clark Comments on Effects of "No Child Left Behind" on State Education Budget "I was troubled to learn today New Hampshire schools have to reduce special education grants and other educational funding to pay for federally-mandated tests under the No Child Left Behind Act. This measure demonstrates the way that No Child Left Behind elevates form over substance. The Bush Administration has focused too much on narrow tests and punishments, and too little on ensuring that every child can learn and succeed. No Child Left Behind imposes a tremendous new mandate on states and local communities and then deprives them of the resources they need to succeed. And now New Hampshire students are suffering the consequences of this administration's hollow promises." |
